Modify / Add Labor Field Descriptions

Would like to have the ability to modify an existing field or add a labor description field to show "Supervision/Proj Mgr" and "Permits, Expediting and/or Mobilization".  Currently we have to include these costs in labor hours, which is causing our proposals to be rejected, even if we include a note in the description stating the breakdown of costs for labor hours.  

Please advise on how we can get this issue resolved so we can submit our quotes in the proper requested format by our customer.
