Assignee Field - Build business rules to auto-populate the owner of that work order

At Nike we have many trades managed by different departments at headquarters.  Our stores often do not understand who at headquarters is managing a work order.  By default they reach out to the Facilities team for an update on a trade that is often managed by some other team/person.

It would be nice if the following could happen based on a Brand/Trade/Region (etc.) Relationship:

1.  The assignee field auto-populates with an individual's name that manages that work order at headquarters.  Currently this has to be manually updated.

2.  On store dashboard view, the owner is listed just below the Trade and Vendor with a possible hyper-link to the notes section allowing the store to type a note to this Assignee while auto-selecting headquarters name in the Recipient's box.
