Remove ability to upload proposals to a Cancelled Work Order

Client Request, and I agree. 

When a Work Order is changed to Complete/Cancel the ability to upload a proposal to that WO should also be removed.  Just like how the WO is no longer allowed to be invoiced, I believe it should no longer be able to add a new proposal to it.
