Permissions: Configure once, assign to many

The idea is if a client wants, say, all regional managers to have the same permissions, then admin can setup one master permission and then assign that permission to each RM. Currently, a user has to setup each user manually. In my mind it may work like how one would setup / edit extended statuses, and then on the permissions page admin would just check off the desired permission configuration, just like admin checks off roles. For a list of permission configs, there should be a way for admin to review which is which. Thanks!
